After studying at the École des Beaux-Arts in Bordeaux, Bascoulès studied with Cormon in Paris. He then went to Algiers, staying at the Villa Abd-El-Tif.
The diffused light of his compositions seems to annihilate form, emphasising a darker tonality in the middle of large desert landscapes. Instead of dwelling on picturesque orientalising details, his works show a simplified vision of a world where animated surfaces alternate with peaceful spaces. Bascoulès also painted frescoes, for example those at the Palais des Assemblées Algériennes, and designed tapestries for the Gobelins factory. He returned from Algeria with many paintings, including August Light in Algiers and African Charm...
