This is a portrait of Felisa Rincón de Gautier (Doña Fela) whose terms in office as Mayor of San Juan lasted from 1947-1969. The painting captures Doña Fela's iconic gestures: her ever present fans, in this case white with red floral embellishments, her Spanish coif, and a mahogany wicker chair. In the painting Dona Fela wears a violet dress, a symbol of mourning. The piece is signed on the bottom left by the artist.

Roxanna Melendez is a visual artist, who often uses Caribbean themes in her paintings. Born in Puerto Rico, she graduated with a master of social work degree from Columbia University and studied art at Hunter College and the Art Students League of New York. Melendez has exhibited in Long Island, New York City, Woodstock, and the Capital District. Her bold paintings depict real-life events within a personal symbolism.
