The marks on the bottom read “Dessiné et peint entièrement peint à la main par Le Tallec à Paris France, "Painted entirely by hand for Le Tallec of Paris, France". The blue mark is an L and T for Le Tallec and the symbol in the middle is the date code for 1973. The M J B are the painter's initials.
