This is a Japanese beautiful Kimono belt called 'Han haba obi'.
Both side are with motifs but different motifs. It is a belt for kimono but you can use as a table runner or wall decoration.
Hanhaba obi are a type of thin and informal obi worn with a yukata or a lower-formality komon. Hanhaba obi are very popular, as they are easy to wear, relatively cheap, and often come in a variety of colourful designs. For use with yukata, reversible hanhaba obi are popular: they can be folded and twisted in several ways to create colour effects. A hanhaba obi is 15 centimetres (5.9 in) wide and 300 centimetres (9.8 ft) to 400 centimetres (13 ft) long. (Wikipedia)

A vintage Japanese silk Kuro Tomesode Kimono, circa 1950s-1980s. Kuro Tomesode is a dress for married woman for the most formal occasions, equivalent of the evening gowns in the west. It is overall black, decorated only with patterns of bright colors on the bottom. This kimono has three Mon family crests on the front and back shoulder. It is lined with white silk in its interior. On the front, it features exposed white stitches around neck and breast, a very subtle and elegant touch. The bottom part of the kimono is decorated with an embroidery imagery of two phoenix in flight.
