This is a plate from China, it has been made late 19th century, very nice colors, black, brown blue. It is a canton plate.  

In addition to the historical interest of the notched design, note the vibrant royal blue of the canton and how it contrasts nicely with the scarlet red stripes.

The construction is highly unusual. The canton is painted blue. The 48 stars, arranged in 8 staggered rows of 6, are painted as well, probably applied with a carved, vegetable stamp.
