Jack Earnest Millar was born in London to Ernest Woodroffe de Cauze Millar, a scenic artist who, prior to his early death, worked at the Royal Opera House in Covent Garden. Millar studied at the Clapham School of Art and St. Martin's School of Art. He attended the Royal College of Art from 1947–50 under Rodrigo Moynihan, Ruskin Spear, John Minton and Carel Weight. In his final year, he was awarded a 1st Class Degree and the Andrew Lloyd Scholarship for landscape painting. Millar was elected a member of the Royal Society of British Artists in 1954 and from 1948 was a regular exhibitor at the Royal Academy Summer Exhibitions. Over the years, he also contributed to several dozen other mixed shows in commercial and public galleries, as well as having a string of solo exhibitions. The last of those, at Duncan Campbell Fine Art, was in 2003. His other exhibiting venues included the Ashgate Gallery, Linton Court Gallery, Linfield Gallery, Mason-Watts Fine Art, Leicester Galleries, Whitechapel Art Gallery, Roland, Browse & Delbanco, Odette Gilbert Gallery, The Discerning Eye, Fieldborne Gallery, Brian Sinfield Gallery, Pictures for Schools, Royal West of England Academy, London Group, Royal Glasgow Institute of the Fine Arts, New Grafton Gallery and the Piccadilly Gallery. He was a visiting lecturer at Royal Academy Schools from 1964–92 and also taught at Walthamstow School of Art, where he held the position of Head of Fine Art from 1966–73 and then at Kingston Polytechnic, holding a similar position until his retirement in 1986. Millar was married to the painter Pamela Izzard and paintings by him are in the collections of Derby Art Gallery and the London Borough of Camden.
