Rare, multicolored political banner. Portrait of Theodore Roosevelt in a heart-shaped frame. Legend: First in War/ First in Peace/ First in the Hearts of his Countrymen. Pictured are Japanese and Russian representatives seated at table with Treaty of Portsmouth. Held at the Navy Yard at Portsmouth, NH, this treaty, signed September 5, 1904, ended the Russo-Japanese War. Theodore Roosevelt acted as mediator in the treaty and, for his efforts, was awarded the Nobel Peace Prize in 1906. Rough Rider battle scene is illustrated on top.
