Payne was brought up in Plymouth and began his career as an engineer in the naval dockyard. He began to send local views, which are amongst his best works, to London in 1776 and to the R.A. in
1786. In 1790 he moved as a professional artist, to London, where he became one of the most fashionable and successful drawing masters of the day. He was A.O.W.S. from 1809 to 1812 and exhibited at the British Institution and elsewhere from 1809 to 1830. His popularity was partly owing to the fact that he had developed a very distinctive style which was easily taught to others. In essentials this consisted of a number of technical tricks such as dragging the brush to obtain the texture of gravel or stone and building up layers of grey, in particular a pigment of his own invention which became known as 'Payne's Grey'. A network of near-parallel strokes of Indian ink in his foregrounds and a standardized scallop-shaped method of rendering branches and foliage are other hallmarks of his style.

Turner, and died in 1802, at the age of twenty-seven. The art of watercolour was transformed during Girtin's brief life. This was especially marked in landscape watercolours, which grew in scale and ambition. Led by Girtin and Turner, watercolourists abandoned careful stained drawings for a more dramatic style of painting that captured moods and a range of light and weather effects. Not everyone welcomed the rapid technical changes, especially as revolution and war threatened the established political order. For a brief period, however, watercolour painting was the epitome of modern art, and the landscapes of Girtin and Turner were welcomed as a national triumph. Girtin was apprenticed at the age of 14, in the year of the French Revolution, and by the age of 19 he was exhibiting at London's Royal Academy, and producing watercolour landscapes for private patrons. However, unlike Turner, Girtin remained something of an outsider to the art establishment: he did not study at the Academy's schools, and was rumoured to have radical, or even revolutionary sympathies.
