William C Ostrander: 1858-1933. Listed NYC and California artist. In the 19th century he taught at Metropolitan Museum of Art in NYC. His works are very scarce as I could only find one auction record for a watercolor. It sold for $2,280. This charming pen and ink is titled by the artist "A Tragedy In Still Life". It measures 12 1/2 inches wide by 8 high. The frame measures 17 1/4 by 12 3/4.
