In 1904 he was initiated into Freemasonry in the "Valle del Chiento" lodge in Camerino, then he joined Fascism and was elected deputy for the National Fascist Party in 1924 and 1929. Undersecretary of State at the Ministry of Education from 1924 to 1925, he was the minister of National Education of the Mussolini government from 1929 to 1932: he imposed the oath of allegiance to the regime on university professors. Appointed senator of the Kingdom in 1934, after the fall of fascism he retired to private life. After the war he was referred to the High Court of Justice for the Sanctions against Fascism but benefited from the Togliatti amnesty and was not condemned.
