Charles Hart (1862-1960), working in Gloucester, Massachusetts, was known as a carver of fine duck decoys. Hart also had a passion for penguins which he carved in different sizes. This one is a larger example of his penguins, very similar to the pairs flanking the entrance to his house. It is complete with an original wood base.
