About the Item
Hallmarked in London in 1837 by Edward, Edward Junior, John & William Barnard, this exceptional sterling silver salver is generously proportioned and finely worked. It measures 26 inches (66 cm) in diameter, stands 3 inches (7.5 cm) tall, and weighs 191 troy ounces.
The salver rests on three ornate cast scroll feet and features a shaped rim with cast and applied decoration in the Rococo Revival style, including acanthus leaves and shell motifs. The surface is finely flat chased with scrolling foliage and floral detail, framing a large presentation inscription to the centre, dated June 1839. The inscription reads:
“Presented to Henry Leach Esq. Chairman of the Haverfordwest Union by the Guardians Rate Payers and Others as a testimony of the high sense they entertain of the distinguished zeal and ability with which he has executed the arduous duty of his office. June 1839.”
Historical Note:
Henry Leach served as Chairman of the Haverfordwest Union during the early years of the Poor Law system, which was restructured under the 1834 Poor Law Amendment Act. In this role, he would have overseen the administration of relief to the poor, including the operation of the local workhouse, alongside the elected Board of Guardians. His leadership was evidently held in high regard by both colleagues and community members, prompting the commissioning of this salver in 1839 as a formal expression of recognition.
The position of Chairman was typically filled by a prominent local landowner or civic figure, and required significant time, judgment, and public trust. Though further details of Leach’s life remain scarce, the existence of such a substantial and finely crafted piece of silver suggests he played a notable role in local governance and public welfare in 19th-century Pembrokeshire.
