It's an old Japanese swivel chair.
It seems that it was used by rotating it on this seat surface when doing bonsai.
The legs are made of iron and are a simple material.
The seat surface seems to have been painted, but by being used for a long period of time, the paint naturally peels off and shows an art-like expression.
It can also be used as an object or exhibition stand.
