These national loans take place in times of war when the public finances are in trouble, as well as in times of peace when it is necessary to launch certain projects and the public debt remains high. If the State lacked cash and taxes were no longer sufficient, a loan sometimes became necessary.
In order to encourage the population to subscribe massively to these loans, governments used propaganda, notably through posters that titillated the nationalist fibre.
