Herbert McRae-Miller was born in Montreal. He studied at the Art Students League, New York under John Sloan; at the Monument National, Montreal under Edmund Dyonnet; and at the École des Beau-Arts, Montreal under Alfred Laliberté. He also studied book design under Charles W. Simpson [1923-24].
