It is The Pied Piper of Hamelin* playing the pipe.
The figurine's impression is very fine - it is looking like very lifelike ! The man's figurine is clad in medieval garments (hood, shirt, close-fitting pants), attached to a rock in which some tiny figurines are visible. The bronze item stands on round reddish marble base. The figurine's face and hands are made of BONE.
* The Pied Piper of Hamelin (German: Rattenfänger von Hameln, also known as the Pan Piper, the Rat-Catcher of Hamelin) is the subject of a legend concerning the disappearance or death of a great number of children from the town of Hamelin (Hameln), Lower Saxony, Germany, in the Middle Ages. The earliest references describe a piper, dressed in multicolored ("pied") clothing,

MICHEL VICTOR ACIER (1736-1799)
The sculptor was born at Versailles / France. He had studied Art of Sculpture in Paris and was appointed as sculptor of Meissen Porcelain Manufactory then (1762). Acier created many models generally in style of Rococo and specially in Watteau style. Finally, the sculptor became Model Master of the Saxon King in year 1780, moving to Dresden then. - MODEL C 59 CREATED CIRCA 1768 - 70.
