The specifics of Starkweather’s formative years are somewhat ambiguous. Documentation indicates that he was born William Edward Bloomfield in Edinburgh, Scotland, on May 16, 1879, however, evidence uncovered by the artist suggests he was actually born on May 10, 1876, in Belfast, Ireland. He moved to the United States with his mother in 1884. Shortly thereafter, she passed away, and he was taken in by John and Hannah Starkweather from New Haven, Connecticut.
Following his graduation from Hillhouse High School in New Haven, Starkweather attended the Art Students' League in New York, where he learned from John Henry Twachtman, a key figure in the American Impressionist movement dubbed "the Ten." It was likely within this timeframe that Starkweather cultivated his fascination with light and color, which would become essential to his artistic journey. In November 1899, he commenced his studies at the Académie Colarossi in Paris. Starkweather was significantly inspired by the color and brush technique of Spanish painter Joaquín Sorolla y Bastida, whose pieces he witnessed at the Exposition Universelle.
Upon his return to New York in 1901, Starkweather earned a living through book illustration and teaching at a private boys' institution. During this period, he also saved funds for a trip to Spain. He provided illustrations for four publishing houses in New York: F. M. Buckles and Company, Grosset and Dunlap, The Macmillan Company, and primarily, R. F. Feno and Company. Two years later, he arrived in Seville, Spain, reached out to Sorolla, and requested to become his pupil. Starkweather spent three years studying under the Spanish master before entering into three years of independent study in Italy, after which he returned to New York as an established artist. In 1909, Sorolla traveled to New York for the opening of an exhibition of his works, arranged by the Hispanic Society of America. Starkweather gave lectures and published extensively on Spanish art and the works of his mentor, ultimately becoming an assistant curator at the Hispanic Society. While he continued to paint during his association with the Hispanic Society, Starkweather managed to hold his first solo exhibition in 1914 at the Folsom Galleries in New York.
In 1918, he initiated a 28-year teaching tenure in New York's art schools. By 1921, Starkweather transitioned from oil painting to watercolor, a shift that earned him critical recognition and led to three solo shows at New York’s Fifteen Gallery. He also joined the American Water Color Society. As he aged, Starkweather voiced his worries regarding the fate of his artwork after his passing. Consequently, in 1954, he gifted eight of his paintings to the Hickory Museum of Art. Starkweather’s oeuvre spans interior scenes, landscapes, and portraits, often reflecting the symbolic identity of an artist.
