They're doing the "Swirl". The roses are stationary but do to their circular structure they give the illusion they are rotating or dancing.
This is straight photography without digital manipulation. Each block of roses contains 24 flowers. One level of roses is most visible but there is another level directly beneath that adds subtle depth and density. The key to photographing flowers is preproduction. Flowers wilt quickly. I am happy to say that one of the central factors to the appeal of this image is the freshness of the subject matter.
Robert Funk is a pioneer of Staged Photography, Toy Photography, Miniature Photography and Thingie Photography works going back to 1972. He was widely published in the late 1970s and early 1980s.

Robert Funk
Robert Funk pioneered toy, doll, miniature, plastic thingies, and staged photography. He also photographs his paintings. Most of his work is done on location. He does not use Photoshop to strip in images. He doesn’t take photographs. He creates photographs and has works dating from 1973. He was widely published in the 1970s and early 1980s. Currently, he is engaged in a variety of photography projects. As an undergrad in painting, he studied with first-generation abstract expressionist Robert Richenburg and hyper-realist painter Janet Fish and then in Graduate School for Art History with famed critic E.C. Goossen. He went on to work as a Photographer, New York Advertising Art Director for Print and TV, Internet Pioneer, Art Collector, and Gallerist.
