Thomas Flevell studied at the Pennsylvania Academy of Fine Arts. He is well known for his paintings of buildings in old Philadelphia neighborhoods. Flavell was also a Pennsylvania WPA artist.

Thomas Flevell has work in the collection of the Smithsonian American Art Museum and the Metropolitan Museum, which were a gift of the Transfer from the U.S. Department of the Interior, National Park Service. These works were acquired through the Pennsylvania WPA.
