This is a Scott Potter Art Glass lidded urn. It depicts a large urn decoupaged olive green print highlighted with two bouquets of light and dark blue Hydrangeas flowers. This technique was originated in the 18th century and he implemented it with many layers of gilding and glazes under the glass. It is hand signed inside the urn.
