Keith Haring was an American artist, active in the 1980s in New York, who is considered to be the first 'street artist' in the sense that is now more widely understood. Haring used a visual language composed of outlined intertwining figures, objects and animals, in his graffiti and street works, often to express deeply held political and social beliefs.

'Barking Dogs' depicts a clean lined, graphic image of two bright red dogs, standing on a warm brown textured floor, all outlined in black against a vivid yellow background. Black lines are shown emanating from the dogs mouths to represent them barking at one another. The hieroglyphic style imagery is simple and cartoon like. Aside from the association with a family dog, Haring's dog character may also represent authoritarian government and abuse of power. Haring's work was often heavily political.
